i don't really know examples, but state schools favour state propaganda due to the nature of centralized control

a better approach is providing resources for students to learn in a decentralized way (public libraries are a great example)

Yes, there would need to be democratized oversight and we would need to assured no religion or opinion based curriculum leaked into the system.
