You don't understand the constitution. Roughly 99% of what our federal government does is illegal and unconstitutional.
That said, the federal government does have legitimate constitutional, innumerated powers. One of them is enforcing immigration. States do not have the constitutional authority to obstruct the federal government when it's performing its own constitutional duties.
ICE is not targeting "undesirables." They are targeting people who are in this country illegally, especially those who have committed violent crimes here.
BTW, did you know that approximately 1/2 of all murders in the United States last year were committed by illegal aliens? Not surprising when you consider that the migrant caravans of military-aged men entering the country under Biden were from jails being emptied in South America.
