The fourth amendment doesn't specify that it only applies to citizens, and perhaps one reason why is, an officer often doesn't immediately know if the person they want to arrest is a citizen or not.

If the law allowed federal officers to enter and search people's homes without a judicial warrant so long as they claim to suspect a non-citizen lives there (and, in fact, the law does effectively allow this), then that loophole would render the fourth amendment's anti-search protections meaningless (as, in fact, the warrant issuance loophole does).
