That's partially true. Energy consumption is indeed a key factor in Bitcoin's security, but hashrate also correlates with difficulty and thus security. Current difficulty is 409.51M.
I think that is wrong. Yes, the difficulty would be lower but the older machines would have a harder time to the exact same extent, so it wouldn’t change anything.
