Both lead to far less freedom for individuals, and far greater civil unrest.

There are examples of getting diffrent government then that. It is rather a question if the ideas of different governments get discussed and enough want to change it.
Since I think differences in wealth and income and how much social flexibility (the american dream would be great social flexibility) there is, depends much on policy.
When high income and heritage of high values are not taxed, it is the logical consequence that all wealth is more centralized and the poor people get poorer.
