In any case, it's absurd to say you want "negotiations" & then send someone that you have given no authority to negotiate anything at all.
I believe the IR's delegation was something like 70 people in total, because in addition to the actual negotiators, they brought along a lot of experts. While I don't know the size of the US delegation, it was reportedly significantly smaller.
