But the specific assumption here is that community members are only allowed to contribute if a maintainer spec...

I guess the better way is if a human is still empowered to override the automated process, and reviews the PR in a matter of minutes. The bot message still leaves a bad taste in my mouth, but maybe it just needs some copy finessing.
