Hegseth says "maximum lethality." Ok, that was the Vietnam War strategy: "we'll count the corpses, & if we get a lot of corpses, that means we're winning."
Obviously that's monstrous & incentivizes indiscriminate killing, but it's also not focusing on strategically important objectives.
Also, when you are fighting a guerilla resistance, you continually create more enemy combatants. The more people you kill, the more they want to be rid of you. It's not hard to comprehend.
