I used to think that public relays could only effectively rate limit event intake (by IP) and not really stop spam. I thought that things like the HLL count spec that got merged could be easily gamed. But I'm yet to see spam on wss://relay.44billion.net thus nostr:npub180cvv07tjdrrgpa0j7j7tmnyl2yr6...

At this stage, which is going to change when Nostr becomes more popular, most spam is relatively easy to filter out programmatically, I find.
