heaviest chain wins, that's right, it's protocol rule
but on bip-110 node that is a chain of bip-110 compliant blocks. the difficulty adjustment might be a bit rough until the next window but then it will adjust. that assumes that no miners switch in that time window.
what you misunderstand is that when a flood of bored ape jpgs appear in the mempool, bip-110 nodes won't mine them. the plebs running the nodes, won't relay them. neither bip-110 miners or pleb nodes will accept these spam ridden blocks.
meanwhile, on spamchain, fee rates will spike once a spam congestion occurs. custodians who depend on timely settlement of their clients transactions will start to suffer issues that may lead to churn of their customer base. people might get pissed off. worse, lightning custodians in particular may end up with channel closes that take a long time, or channel opens that take a long time, if they use a spamchain node (not bip-110). whereas on bip-110 chain, the transaction will clear fast because there is no spam to congest the blocks.
on top of this, miners who mine on spamchain nodes, will have their blocks being ignored by bip-110 chain. this is a small margin between them, and will be most problematic in the first week or so, in that a smaller block hash on non-spamchain, is valid on spamchain also, and in the case of two solutions coming within about 10 seconds of each other, the network can decide "we like bip-110 compliant block better" and spamchain miner can lose.
long term, if spamchain loses, all spam blocks mined risk being completely absent from the chain. on bip-110 chain, they can't spend their block rewards, because their block isn't on that chain.
it takes 100 blocks before you can spend.
so, the defensive position for miners is going to be to prefer to mine bip-110 chain. it only takes one instance of an ocean block superseding a spamchain block in the first few days and the logic for defensively taking the conservative, nospam position, and switching node to bip-110 enabled, that this will rapidly lead to a phase change in the network.
if the custodians' issues don't answer the question, the more marginal miner game theory will seal the deal.
