it literally can be fully p2p with personal relays like citrine, if you can wrangle a method to make them all able to initiate connections to each other in both directions
nostr just simplifies this part of it instead of prescribing an interconnect protocol, and this is what "outbox model" does, it makes it so you push and pull events to users designated relays, which can be their own
@Cody has been working on one that works over the internet, and runs on your device, i'd been talking about this idea for quite a long time so i was pleased when i heard he was getting it happening
you could do it even easier on a LAN and it would be possible to create one that uses tor hidden services because those work already p2p
