"reasonable" expectation as defined by who? plenty of people think that certain kinds of speech (or even beliefs) are not only expectation of harm, but the utterances themselves are violence. must i agree that those are "reansonable" expectations just because they're common among a certain group?
those are all super grey zones that turn entirely on what you believe and who you "side with" and how popular those ideas are. my definition above (about exclusive control) doesn't suffer that grey zone interpretation problem as fatally.
it would be the SWAT team that is guilty of violence in the case of a swatting instance - not the caller or the doxer.
