I think the genius of Willow is that it starts from communities already, literally the whole protocol revolves around a shared space with access control, and an implicit relay.
It is hard to argue against this or insist that you still need identity system or database per user in that scenario.
Maybe still need an identity system for the community itself, and definitely I want to have websites and personal blogs and message passing like ActivityPub etc... but if you just start from chat groups and communities, the participants identities are as simple as users in a forum.
So who knows, maybe we will end up using Mlkut + Peergos + Willow... All of it.
