Sure it is. No one seriously debates this, calling it a federation (lol) doesn't change this fact.
Someone else running a lightning node and you using it, is far more custodial than running and elements node yourself. The federation checks the rules, they don't custody your coins, they only peg them in and out. Users hold coins....
