Luke is wrong about CTV. He was also partially wrong about SegWit and Taproot too. But at that time nobody saw the problems with these two upgrades. The biggest advocates for CTV were the twitter sandwichheads (the Jeremy Rubin’s fanbois). According to them CTV was a do or die upgrade. They could have tried activating it with a UASF, but they chickened out.
