I definitely think you can be a loved monster Ganghis Khan being a good example, united the tribes brought them unimaginable wealth but was basically a horse riding atomic bomb to the rest of the world. But a better example was probably King Henry 8 who had a salacious personal life cutting off bitches heads killing his childhood best friends, advisors etc and was despised by the nobility but loved by the people even after splitting with the Pope.
Modern academia is really on a ret conning war path with their " all historical accounts are written by the victors thus they are all lies." Tiberus was definitely raping kids at Capri and Caligula completely lost his mind after his near death episode (brain tumor, poison?) Tacitus and Suetonis accounts are backed up by patterns of tyrant leaders since then that followed similar paths of abuse. It wasn't all "political" or made up.
