I fear if we were suddenly to start diligently enforcing our existing anti-racist-hate-speech laws at this point, we'd need to build an awful lot of additional prison places, and appoint an awful lot of additional judges/magistrates/court clerks to deal with the case load. Not that any of that should necessarily rule the idea out.
