It's one of those things that's available and you can use it today but nobody is because there's no demand for it and then when there is demand for it all of a sudden it will explode into usage overnight

Would stratum v2 be a solution for this? What if a mining pool isnt allowed to use stratum v2? Sry this may be a stupid question but i dont know anything about this protocol.

As you said, Stratum v2 is just a protocol, like Bitcoin. Making stratum illegal would be the same as making Bitcoin illegal, which is probably protected under free speech laws. Even then, it's nearly impossible to enforce.
