I don't know. I think we shouldn't have to join them, but if we want them to be "independent" then maybe we'll have to.
Wait, I think the solution is to have a soft agreement to always have these groups as "unrestricted" (i.e. to not have the "restricted" tag in them), which is the default for when "anyone with access to the relay can write", the Flotilla style.
In this case though if the relay is not intended to be owned by a single community then the relay might reinterpret that to mean "anyone with access to the parent group can write".
Now if the group is "restricted" then you have to join explicitly, maybe you have to be explicitly added or get an invite etc, same as other "restricted" groups.
