At EU level (a bunch of socialists) the change is already adopted, not just proposed.
Council Implementing Decision (EU) 2026/1912 of 30 July 2026 does two things:
Extends temporary protection for people displaced from Ukraine until 4 March 2028.
Adds a new condition: temporary protection “shall only be granted to those who satisfy their military obligations in Ukraine, upon presenting, where applicable, proof thereof.
Denmark (Social Democrat-led government under Mette Frederiksen). In June 2026 the immigration minister (also Social Democrat) introduced a bill amending the special Ukraine law: men aged 23–60 can receive a residence permit under that law only if they document an exemption from Ukrainian military service. Permits for those under 23 would not be extendable after they turn 23 without the same proof. The change applies to applications from 25 June 2026 onward; earlier grants are largely unaffected. The stated rationale was that Danish rules should not undermine Ukraine’s mobilization
Germany’s current CDU/CSU-led government (Merz, Interior Minister Dobrindt/CSU, Foreign Minister Wadephul/CDU) has been among the more vocal supporters of excluding new military-age men from automatic EU protection and of helping Ukraine identify men already in Germany.
Poland’s Tusk government (Civic Coalition, liberal/center) has supported the EU restriction
