Perhaps the difference lies in how each of them came to be part of the US: Texas had been a de facto independent country when it was annexed by the US and probably would have been recognized as such by Mexico if it had not been annexed. California and the rest of the Mexican Cession were the spoils of war, criticized by many in the US, including Lincoln and most famously by Henry David Thoreau, as imperialist.
