If 80% of the population is incapable of being able to participate in a democracy... then it follows that the government should be doing 80% or so fewer things... such that the few things they do do are so simple that the 80% can understand those things.

You can read the Pareto principle the other way though, which is that 20% of the population is causing 80% of the problems. Which means that the corrupted 20% can establish a government of their choice. So the solution might be, to fight the corruption, not reducing the government. Depends on the ca...
