What you are going through is normal, so... Try not to be too disappointed with the normality of your reaction to this strange system. π
There are quite a lot of people poking at discoverability, but, most tend to offer up approximately the same lists. (This is one reason why I don't trust forced discoverability, via algorithm or not.) All my follows have come from others reposting notes that seemed interesting or amusing or thought provoking enough for me to do at least a cursory glance at some of their other notes and decide to add them to my follow list. The ease of changing that list (by adding, subtracting, or blocking entirely) is rather excellent and nearly ubiquitous.
You may speak to the manager. The manager is you. You are, ultimately, the shaper of your nostr experience. Of course, you can't do much on your own, but as a manager, you may hire and fire as you see fit, and you may set a budget for tools that you currently do not have (I don't just mean monetary budgeting!), and you may even determine that this is not a position you wish to have, taking your leave of it entirely.
You have a clear idea of what you want. I'm not sure anyone has built that thing just yet. Nostr fosters builders and creatives, but, not necessarily *any* builders or creatives. There is so much freedom, without focus, it is hard to achieve anything. The list of interesting but never completed nostr projects would make your head spin. And, to repeat, nostr is still a young technology. There are some common paths, but no well-worn roads. I have found that relying on serendipity is the most pleasant way to wind my way through the bewildering cacophony of activity going on. That does take time. I am patient enough for that
You ask how hard it is to build that. Well, to do that without a central authority that invasively knows everything you do for the purpose of manipulating your mind and soul primarily to sell you junk you don't need and more nefariously keep you angry and scared so you are easily manipulable is, actually, rather difficult. And yet, people are working on it. You've already reached a good audience, and I suspect that once you share your longer writings that you will further your reach. It may very well be that once that occurs, what you seek naturally gravitates towards you, since "you shall find what you seek" is a very old and wise statement of fact, but it does require that you know what you want and often what we think we want isn't going to bring us what we think we ought to have. (This is a mostly self-referential statement... π )
The other issue of hashtags as discovery is that many of the popular clients basically ignore them. I think this is a tragedy, as I like hashtags, but, they also are easy to abuse by bots or scammers or the puerile who enjoy disgusting people or the trolls who attempt to frame people as being as disgusting as the trolls themselves are.
So, to sum up: patience. The nostr of today is not the nostr of tomorrow. Discussion helps shape the future, so you are already doing more than enough to help bring your vision to fruition. Others have made very good suggestions in their replies. I've opted to take a meandering ramble that hopefully fills in some of the "whys" you have lurking behind the words you've shared.
