Its not really even about AI, thats just the mode of transportation so to speak. Create fear around a thing so that there is public outcry and support for when government regulations come down. Often for sensitive things (ex. Nuclear power) they will restrict who can do what. By killing open source and creating licenses and other artificial barriers of entry, it consolidates the power of that new tech or innovation to a select few. Easier for governments to control and easier for the ones positioned right to have a de facto monopoly.
