Soft forks that are not actively opposed with a URSF are likely to succeed because they conform with all of the consensus rules of the previous versions. The miners only matter in so far that they produce the blocks, but they work for the nodes. If you produce work that the nodes find invalid, it doesn't matter.
Take this for instance, if the Fed used a proof of work chain to produce dollars and they had 99% of the proof of work power but Bitcoin nodes at 1% didn't find any of the blocks that they produced as valid, the Fed doesn't fucking matter. You are taking the position of the big blockers back in 2017. "you don't have any of the big mining support." that's something Roger Ver thought.
