By wiping (or resetting) your device, you delete everything on it. Afterwards you can create a new seed with a new passphrase, or you can import an existing seed and passphrase.

The idea of the test send of a small amount to the new wallet first, then wiping the device and importing your seed / passphrase (the one you created for that test send) is, to make sure you did write down your seedphrase and your passphrase correctly, before sending bigger amounts to that wallet. If everything is correct, you should see that small amount you sent as a test show up in your wallet, after you imported your seed and passphrase. If not and your wallet is empty, it means you wrote down or entered your seedphrase or/and your passphrase not correctly. You may then have to check for any typos. In case that you did not write down it correctly, you can set up a new seedphrase and passphrase (same way as before) without losing any bigger amounts, thanks to the test send before.

To make sure, that you have the correct seed as well as the correct passphrase. If both is ok you should see the amount of the test send you did before in your wallet.

I still do not comprehend--and this is most likely due to not having practiced any of this. So does wiping it or resetting it not mean you have to create a new seed and passphrase or does it mean something else. I mean, if it is only a test, why go through setting up a new seed and passphrase again....
